Joburg debt-relief applications close on 31 October: what to check
Johannesburg’s debt-relief application window closes on 31 October. Use official channels and check the conditions: approval and write-offs are not automatic.
Johannesburg’s Phase 4 municipal debt-relief application period closes on Saturday, 31 October 2026, according to the City’s published deadline. Qualifying account holders must submit the official form and supporting documents; an application does not guarantee a write-off.
This is the final day of the application window for a programme that opened on 1 November 2025, rather than a newly announced cancellation of municipal bills. The City’s 12 October reminder says customers must continue paying their monthly accounts as required.
Where to apply
The City directs applicants to the Debt Relief Programme link on its official website. Its FAQ also lists debtrelief@joburg.org.za as a submission channel.
The published notice gives a closing date but does not specify a closing time. It also lists customer service centres, but Saturday opening hours have not been verified. Applicants should not assume that a centre is open or that an incomplete submission will be accepted later.
Relief depends on the account
The City’s official FAQ describes different terms for residential customers, pensioners, beneficiaries of its social-support programme and businesses. Eligibility depends on the relevant category, account and meter verification, and supporting documents. Residential applicants must own the occupied property; it must not be used for commercial or investment purposes.
For qualifying residential customers, the booklet describes a 50% write-off with the balance repayable over 12 to 24 months, depending on affordability. Pensioners and qualifying social-support beneficiaries may receive up to 100%, subject to assessment. These are conditional benefits, not automatic reductions for every account holder.
Customers who received write-offs under earlier City programmes generally cannot reapply. The FAQ makes an exception for pensioners and social-support beneficiaries who still meet the conditions.
Before a write-off is processed, the FAQ requires an acknowledgement of debt setting out repayment terms. Customers who do not sign or make the first agreed payment will not receive the benefit.
The City warns against intermediaries charging for guaranteed approval. Questions about an existing application can be directed to Joburg Connect on 0860 562 874 or the official debt-relief email address, using the account and application reference numbers.
