National Treasury’s replacement bidder-disclosure form takes effect on 1 November 2026, bringing its revised company-interest disclosures into the procurement framework for departments and specified public institutions.

Treasury initially set 1 August as the effective date for PFMA supply-chain management Instruction 12 of 2026/27, then moved it to 1 November in an amendment signed on 31 July.

Which institutions are covered?

The instruction applies to government departments, constitutional institutions and public entities listed in Schedules 2 and 3 of the Public Finance Management Act. It replaces Annexure A, the Standard Bidding Document 4, attached to Treasury’s Instruction 3 of 2021/22.

What the form asks bidders to disclose

The revised SBD 4 asks about interests in related enterprises, including where those enterprises are not bidding for the same contract. Its company-disclosure table calls for Central Supplier Database registration numbers, beginning with MAAA, and each company’s active, inactive or deleted status.

The form warns that failing to disclose all active CSD-registered companies linked to all directors leads to disqualification.

Bidders must also answer questions about employment by an organ of state and relationships with employees of the procuring institution. The signed declaration covers the completeness and truthfulness of the information and whether the bid was prepared independently of competitors.

Where to find the documents

Treasury’s official instruction-notes page lists the original instruction, its date-changing amendment and the revised Annexure A together. The amendment is important: reading the original instruction alone gives the superseded August date.

The instruction directs accounting officers and provincial treasury heads to circulate the requirements to the relevant financial and supply-chain management officials.
