Provisional seat allocations for Makana in the Eastern Cape leave the ANC with 10 of the council’s 25 seats, short of the 13 needed for an outright majority.
The Outlier’s IEC-sourced card, timestamped 13:12 SAST on Thursday, 5 November, shows all voting districts counted. It explicitly labels the results provisional: a complete district count should not be confused with certification.
How the seats are divided
The DA has six seats and the Makana United Civic Movement four. ActionSA and the EFF have one each, with three seats grouped as others.
EWN independently reports the same allocation, identifying the remaining seats as one each for the Patriotic Alliance, South African Communist Party and Makana.
A different council size from 2021
EWN reports that the ANC previously held 14 of 27 seats after the 2021 election. The current provisional allocation concerns a smaller, 25-seat council.
The ANC is the largest party in the snapshot but remains three seats below the majority threshold. The figures do not establish a coalition agreement or determine who will lead the municipality.
