Provisional council allocations for Richmond in KwaZulu-Natal give the uMkhonto weSizwe Party 10 of 17 seats, above the nine required for an outright majority.

The Outlier’s IEC-sourced card, timestamped 14:03 SAST on Thursday, 5 November, gives the ANC five seats and the DA two. It explicitly marks the results provisional.

All districts counted

The card and council index show all 45 voting districts counted. That describes the coverage of the count; it should not be confused with formal certification of final results.

EWN also reports that counting is complete in Richmond and that MK has a majority.

What the seat total establishes

The three parties’ allocations add up to the council’s full 17 seats. MK has more than half, while the ANC and DA together hold seven.

These are municipal council seats, not a national vote-share calculation. The snapshot does not identify a mayor or establish any additional ward-level outcome.
